Schiphol in het 1e transatlantische fast lane programma

Snel de paspoortcontrole door op Schiphol en in de VS

Op 19 mei 2008 is in Terminal 4 op JFK Airport te New York het startsein gegeven voor een 'fast lane' proef voor reizigers tussen Nederland en de Verenigde Staten. Tijdens de proef krijgen passagiers uit beide landen de mogelijkheid om zowel de Amerikaanse als de Nederlandse grens geautomatiseerd snel te passeren.

De proef is bedoeld voor passagiers met de Nederlandse of de Amerikaanse nationaliteit. In een later stadium kunnen ook andere (EU) landen deelnemen aan dit internationale initiatief. Schiphol is de eerste luchthaven in Europa die meedoet aan de proef die eind 2008 start.

De proef is onderdeel van het IET (international Expedited Traveler) programma van de Nederlandse en Amerikaanse overheid. IET verbindt het Privium programma van Schiphol Group en het Amerikaanse Global Entry Progam van US Costums and Border Protection (CBP).

Privium is het service programma van Schiphol Group waarmee reizigers veilig en snel door middel van irisidentificatie automatisch de grens passeren. Ook biedt het lidmaatschap voorrang bij het inchecken en de mogelijkheid om dicht bij de terminal te parkeren. Privium bestaat 7 jaar en telt op dit moment ruim 45.000 leden. Het Global Entry programma is onlangs gestart door het CBP voor snelle en geautomatiseerde grenspassage voor Amerikanen.

De transatlantische 'fast lane' proef is een initiatief van het Nederlandse ministerie van Justitie en het Amerikaanse ministerie van Homeland Security. Aan Nederlandse zijde wordt deze uitgevoerd door de Koninklijke Marechaussee, de Immigratie en Naturalisatie Dienst (IND) en Dartagnan (100% dochter van Schiphol Group).

Drie Amerikaanse luchthavens verlenen medewerking aan de proef: John F Kennedy International Airport in New York, George Bush International Airport in Houston en Washington Dulles International Airport. Later volgen ook andere Amerikaanse en Canadese luchthavens.

Procesuitleg

Passagiers met een Amerikaanse of Nederlandse nationaliteit kunnen deelnemen door een aanvraag in te dienen. Zowel aan Amerikaanse als aan Nederlandse zijde worden de antecendenten van de aanvrager gecontroleerd. De toegangseisen zijn streng; heeft de aanvrager bijvoorbeeld een strafblad, dan wordt de aanvraag geweigerd. 

Passagiers waarvan de aanvraag is goedgekeurd, worden zowel lid van Privium als van het Global Entry Programma. Bij aankomst of vertrek van Amsterdam Airport Schiphol kan men gebruik maken van de faciliteiten die Privium biedt, inclusief de antomatische grensdoorgang via irisidentifiatie.

Voor het passeren van de Amerikaanse grens pas wordt gebruik gemaakt van de code (MRZ) in het paspoort. Bij aankomst op een Amerikaanse luchthaven moet bij een kiosk, bereikbaar via een aparte snelle route, het paspoort door een lezer gehaald worden. Daarna wordt de reiziger gevraagd zijn vingerafdruk af te geven. Het systeem vergelijkt de afdruk met de biometrische gegevens in de database.

 De proef wordt gezien als een voordeel voor luchthavens en passagiers. De verwachting is dat het programma het verkeer tussen Amerika en Nederland en de EU kwalitatief en kwantitatief zal bevorderen

First transatlantic "fast lane" programme between Amsterdam Air-port Schiphol and US Airports

Today, at Terminal 4 JFK Airport in New York, the Dutch Ministry of Justice and the US Department of Homeland Security signed a joint statement that allows for Dutch and American citizens to cross the borders of the Netherlands and US by automated border passage. It is the first transatlantic "fast lane" program in this field.  During a one year trial, passengers from both countries will have the opportunity to use automated facilities pass quickly through both American and Dutch border controls. The trial is for passengers holding Dutch or American passports. Other countries will be invited to participate in this international initiative at a later stage.

The International Expedited Traveler (IET) Program is an Initiative of the Dutch and American governments, which links Schiphol Group's Privium program with the U.S. Customs and Border Protection's (CBP) Global Entry program. The program will be executed in the Netherlands by the Immigration and Naturalisation Service (IND), the Dutch Border Police (Koninklijke Marechausee), and Dartagnan (a wholly owned subsidiary of Schiphol Group).

Privium

Privium is Schiphol Group's membership programme that allows members to pass through automated border controls, quickly and safely by means of iris verification. Privium has been operating for 7 years and currently has more than 42,000 members. CBP recently launched the Global Entry program to allow U.S. nationals and lawful permanent residents fast and automated passage through U.S. border controls.

 Three American airports are participating in the trial: John F Kennedy International Airport in New York; George Bush International Airport in Houston Texas and Washington Dulles International Airport in Sterling, Virginia. Other American airports will join at a later date.  Amsterdam Airport Schiphol is the first airport in Europe to participate in the trial, which starts either in December 2008, or in January 2009.

Fast-lane trial (IET) - how it works

Passengers with American or Dutch citizenship may participate by single application for IET membership. Both the American and Dutch authorities will perform a background check on the applicant. The entry requirements are strict. Should the applicant have, for example, a criminal record, the application will be denied.

Approved applicants will become members of both the Privium and Global Entry programs. Upon arrival at, or departure from Amsterdam Airport Schiphol, IET members will utilise the Privium facilities including their Privium card and iris recognition to pass through automated Dutch border controls.

IET members will use their Global Entry membership privileges to pass through U.S. border controls. Global Entry members can make use of the fast-lanes to special kiosks where the machine readable information (MRZ) in their passports is read and where members present their fingerprints for scanning and checking against details held in a secure Government database.

The initial IET trial is considered to offer advantages to airports, travelers and the border control authorities. The goal of the IET Initiative is to enhance quality, speed and safety of passengers travelling between the United States and the Netherlands (and the European Union) and to improve customer satisfaction.   

The joined statement was signed by Mr. Gert Versluis, Deputy General Director of the Dutch Immigration and Naturalisation Service and Mr. Jayson P. Ahern, deputy Commissioner of the United States Customs and Border Protection.
